Permits
Finish flooring alone often tracks ordinary maintenance and may not need a construction permit — confirm the Authority Having Jurisdiction (AHJ — your local building department). Structural substrate work, hardwired radiant, or remodel MEP leave that path. Do not invent a countywide rule.
